BACKGROUND:
In 2014, the Cities of Farmers Branch, Coppell, Carrollton, and Town of Addison created a shared emergency communications center, the North Texas Emergency Communication Center (NTECC). The facility operates from a leased space of 11,800 square feet, with the initial lease term ending in 2029. However, the existing space was insufficient for the center's growing needs over time. As a result, the expansion of the existing facility to the second floor was discussed. However, expanding upstairs and annual lease escalations are cost-prohibitive compared to buying and building a facility.
DISCUSSION:
In early 2023, the Cities started discussing plans for NTECC expansion to accommodate long-term needs. As a result, a needs assessment was conducted, which revealed that more space is needed to meet the cities' growing needs. Additionally, cost analysis revealed that a new building would reduce costs by over $24 million over a 30-year term. The estimated cost of the proposed construction of the new NTECC building is $20 million. Farmers Branch's share of the cost is $5 million. The City of Farmers Branch, through Certificate of Obligation Bonds, has allocated $5 million for NTECC.
This proposed agenda is step one in constructing the new NTECC building.
