Consider adopting Ordinance No. 3874 amending the Code of Ordinances, Chapter 2, Article II, Section 2-31 (b) related to board, commission, or committee absences from meetings; and take appropriate action.

BACKGROUND:
At the June 15 City Council Board workshop, Ordinance 3730, which regulates board member attendance, was discussed. Under current requirements, automatic dismissal occurs if a board member has absences that are more significant than 25% of the regular board meetings during a 12-month period.
For boards, commissions, or committees that meet less than eight times per year, missing only one meeting reaches the greater than 25% threshold. The City Secretary’s office recommended that the number of absences allowed be amended to more than 50% for those boards that meet fewer than eight meetings in 12 months. Current boards that meet fewer than eight times per year that would fall into this category include:
• Valwood Improvement Authority
• Municipal Drainage System Advisory Committee
• Zoning Board of Adjustment
• Animal Shelter Advisory Committee
Ordinance No. 3874 has been prepared to amend the absence criteria for boards, commissions, or committees that meet fewer than eight times per year to allow for more than 50% absences before automatic removal occurs.
