Title

Discuss the implementation of City-issued cell phones for the City Council and the Mayor.

Body

REQUESTOR:

Mayor Pro Tem Tina Bennett-Burton

Councilmember Elizabeth Villafranca

BACKGROUND:

The City is committed to improving transparency and accountability in the management of official communications. Currently, Councilmembers use personal devices for City-related communication, which can make responding to open records requests complex and time-consuming. Providing City-issued mobile phones would help separate personal and official communications, improving clarity and compliance with public records laws, including the Texas Public Information Act and the Freedom of Information Act.

This initiative reflects the City’s ongoing effort to enhance openness, efficiency, and public trust by responsibly managing electronic communications.

DISCUSSION:

The Council will discuss the possibility of issuing City-issued cell phones to City Councilmembers. Staff will be available for any questions the Council may have.

FISCAL IMPACT:

An unbudgeted amount of $10,000.
