BACKGROUND:
The Innovation and Technology Department maintains a planned replacement program for employee computers to ensure City staff have reliable, secure, and supported technology to perform their daily responsibilities. Like vehicles and other capital equipment, computers have a limited useful life. As they age, they become less reliable, more expensive to maintain, and less capable of supporting modern business applications.
The City purchases business-class computers rather than consumer-grade devices because they are designed for continuous professional use, provide longer manufacturer support, include enhanced warranty and repair services, and offer a lower total cost of ownership over their service life. These systems help minimize employee downtime and ensure replacement parts and technical support remain available throughout the equipment lifecycle.
As City operations continue to rely more heavily on technology, modern computers are essential to support increasingly complex software, enhanced security protections, data processing, and new technologies such as artificial intelligence. Current hardware enables employees to work more efficiently while supporting the City's ongoing cybersecurity and operational requirements.
Computer and infrastructure hardware costs have increased significantly in recent years due to higher worldwide demand, supply chain constraints, inflation, and ongoing economic and geopolitical factors affecting the technology industry.
