BACKGROUND:
The school closures in the Carrollton-Farmers Branch Independent School District earlier this year shifted some students' routes across the busy six-lane Josey Lane, prompting the City to review pedestrian safety. To improve pedestrian safety at the intersection, the City considered either reconfiguring the road to reduce lanes or installing more affordable signalized intersection improvements.

On April 22, 2025, the City Council approved Resolution No. 2025-065, awarding a Professional Services Agreement to Kimley-Horn and Associates, Inc. for design and engineering services related to the installation of a traffic signal at the intersection of Josey Lane and Rawhide Parkway.

DISCUSSION:
The Engineer's Opinion of Probable Construction Cost (OPCC) for this project is $554,017. On October 28, 2025, the City received four bids for the project's construction phase. Meca Construction, LLC., submitted the lowest bid, meeting all requirements, in the amount of $496,716. The project will start once all supplies are accounted for and will take approximately six months.

The five received bids were:
1. Meca Construction, LLC. - $496,716
2. Jim Bowman Construction Company, L.P. - $587,478
3. Texas Standard Construction, Ltd. - $686,450
4. Durable Specialties - $817,976

FISCAL IMPACT:
The project cost $496,716. Funds are available in the FY 2025-26 Trail and Sidewalk CIP project.
