Discuss the Charter Review Process.

BACKGROUND:
In December of 2022, Resolution 2022-159 was approved, establishing a Charter Review Committee. Per Section 9.20 of the City Charter, the City Council shall appoint a Charter Review Committee at least every five (5) years to review the Charter and to make appropriate recommendations to the City Council. The last Charter Review took place in 2017, with an election in 2018.
The Charter also states that the City Council shall appoint at least two members from each City Council District and up to at least two (2) members nominated by the Mayor, for a total of at least thirteen (13) members. The City Council shall select the chairperson for the Committee, and the Mayor shall be entitled to vote on the appointment of members to the Committee.
Along with the review of each chapter of the City Charter for possible amendments, the City Council may also submit proposed Charter review topics to the Committee. A proposed topic list has been created by City staff that Council may consider as proposed items of consideration for the Committee.
A process timeline schedule has been created and is outlined below.
June 20, 2023: Council appoints Charter Review Committee Members
June 30, 2023: Council provides Charter items for review consideration to the City Secretary
July-Sept. 2023: Charter Review Committee Meetings begin
October 2023: Charter Review Committee Chair provides recommendations to Council
Oct-Nov. 2023: Council reviews proposed amendments brought forward and considers items to be placed on the ballot
December 2023: City Attorney prepares ballot language of amendments approved by Council
Jan-Feb. 2024: Council calls special election for Charter amendments
(Ordinance must include the proposition language of each amendment to be included on the ballot)
Jan-May 2024: City provides education on proposed amendments
May 4, 2024: City holds a special election for Charter amendments
