Consider approving Resolution No. 2013-032 authorizing the City Manager to execute a Professional Services Agreement with Schrickel, Rollins and Associates, Inc. to prepare plans and specifications for the Hutton Lift Station Improvements and take appropriate action.

BACKGROUND:
Originally designed and constructed in 1982, the Hutton Lift Station is the oldest and highest capacity lift station in the City, serving light industrial and residential areas in the northwest and north central part of the City, both east and west of the IH35E corridor. The station alternately runs four 20hp pumps that lift sewage to the Trinity River Authority (TRA) sewage trunk mains over the levee to gravity flow southward to a TRA metering station.
The Hutton Lift Station presently has its electrical pump control panels housed in the same building enclosure as the sewage wet well and pumps. Corrosive sewer gas exposure within the building tends to oxidize electrical components within the control panels and affects electrical connections. City Administration proposes to rehabilitate the lift station by separating the pump control panels from the wet well enclosure. This is accomplished by re-designing the building and facility layout. City Administration recommends using the civil engineering consulting firm of Schrickel, Rollins and Associates to prepare plans and specification for the lift station rehabilitation. The scope of work includes modifying the lift station building enclosure to provide a separate control room and new equipment.
DISCUSSION:
The budget for the 2012-2013 Capital Improvement Program Non Bond Utility Fund includes the funding for this professional services contract. A Professional Services Agreement has been negotiated with Schrickel, Rollins and Associates in the amount of $99,500. This design contract is to be completed within 100 calendar days.
