Consider approving Ordinance No. 3866 amending the Code of Ordinances Chapter 82, Article II, Division 6 Parking, Section 82-95 No Parking Zones by amending Subsection (b), establishing a no-parking zone on the northbound lane of Valley View Lane and southbound lane of Rawhide Parkway, and take appropriate action.

BACKGROUND:
Since Joya Park opened in January 2024, traffic flow and parking in and around Joya Park have been challenging for patrons and citizens living in the adjacent neighborhood. Parks staff has added temporary no-parking signs along Tom Field Road between Valley View Lane and Rawhide Parkway to deter parking along the road and direct patrons to utilize the parking at Oran Good Park.
DISCUSSION:
Staff reviewed the draft ordinance with the City Council during a study session at the May 7, 2024 meeting. The City Council directed staff to bring forth the updated ordinance for consideration at a subsequent meeting. The attached ordinance will provide a no-parking zone along Tom Field Road from Rawhide Parkway to Valley View Lane, providing a safer environment for park users and the adjacent neighborhoods.
FISCAL IMPACT:
Budgeted Financial Impact-Utilizing FY24 Public Works Department budget for signs to purchase posts and signs. Public Works staff will install new signs.
