Title

Receive a report and provide direction to City staff regarding franchise trash services.

Body

REQUESTOR:

Deputy Mayor Pro Tem Richard Jackson

BACKGROUND:

Commercial garbage collection in Farmers Branch is an open market system, meaning businesses and/or property owners can utilize any private waste collection company to provide garbage and/or recycling services to their business and/or property. The collection company pays the city 10% of their gross revenue of services offered in the Farmers Branch. This allows businesses to negotiate prices for these services. However, it creates a mixed system of dumpsters and companies operating within our city. Currently, approximately 30 companies are operating in the Farmers Branch.

During the last presentation to the City Council on February 6, 2024, regarding this topic, staff provided background information regarding environmental and noise issues related to commercial collection and the challenges in determining the source of the problem. Finally, staff provided information to the Council regarding how other cities address these challenges.

For this presentation, staff will provide the City Council with options to consider regarding commercial franchise garbage collection. Staff will then look for the Council to provide direction on the next steps regarding this issue.
