BACKGROUND:
Hilltop Securities Asset Management, LLC ("Hilltop") serves as the City's contracted Investment Advisor and provides advisory services to support the prudent management of the City's investment portfolio. Hilltop assists the City in developing and maintaining investment strategies that prioritize safety, liquidity, and yield, while ensuring full compliance with the Texas Public Funds Investment Act and the City's adopted Investment Policy. The firm provides ongoing market analysis, portfolio monitoring, and reporting to City staff, and offers independent guidance on economic trends and interest rate forecasts.
In preparation for the City Council's upcoming strategic planning discussions, the City has requested Hilltop to provide an economic and market overview to support informed policy and long-term financial planning. This briefing is intended to provide Council and City Management with a broader market context as they evaluate the City's fiscal position, risk tolerance, and future strategic priorities.
DISCUSSION:
This presentation will provide the City with a high-level overview of current national economic conditions, including interest rate trends, inflationary pressures, and labor market indicators, and will explain how these macroeconomic factors influence the City's investment strategies and financial decision-making.
