BACKGROUND:
In June 2023, the City Council approved Resolution No. 2023-054 authorizing an agreement with the City of Farmers Branch and Kimley-Horn and Associates, Inc., for the development of an Active Transportation Plan. As a part of the scope of services, the City also requested that the consultant develop a Complete Streets Policy.

The plan development was delayed until the adoption of the Comprehensive Plan, as the Active Transportation Plan should align with the Comprehensive Plan. Additionally, staff sought to utilize the public engagement efforts and information gathered during the process of developing the Comprehensive Plan. The City has worked closely with consultants to provide a review of existing conditions, review public comments from the Comprehensive Plan's public engagement, gather public input through in-person events and a survey, develop bicycle and pedestrian maps, and prioritize active transportation projects.

DISCUSSION:
The City adopted the Citywide Trail Master Plan in 2015 to promote a connected pedestrian and bicycle-oriented trail network. Since the Trail Master Plan was adopted, the City has undergone changes, particularly in the area west of I-35. Additionally, the Active Transportation Plan shifts the focus from trails to a more multimodal approach. The Active Transportation Plan will build on the work accomplished by the Trail Master Plan and provide an updated list of infrastructure projects that improve mobility in the city. These projects were evaluated based on criteria obtained from public engagement, best practices, and project types that the consultant believes are eligible for regional or state funding.
