Consider approving Resolution No. 2024-054 authorizing a contract with Falkenberg Construction Company with a fixed bid amount of $1,731,921, plus an additional $150,000 in contingency funds for the Justice Center remodel; and take appropriate action.

BACKGROUND:
The Justice Center currently houses the Farmers Branch Police Department, Detention Center, and Municipal Court. The last completed remodel of its facility was for the training room in fiscal year 22/23. A prior remodel, which consisted of the officer locker rooms, was completed over ten (10) years ago.
The areas included in the proposed remodel include:
• break room
• criminal investigative division area
• patrol area
• locker room/restrooms
• evidence room
• briefing/training area
• records/storage
• volunteer area
• administration area
The proposed remodel has an estimated completion date of 51 weeks from the start of the project.
DISCUSSION:
After reviewing and vetting the bids, Falkenberg Construction Company has the most comprehensive budget, realistic schedule, positive reviews, and a team with applicable experience. The total budget includes the construction costs, project infrastructure, fixtures, furniture, and equipment, as well as a reserve.
The renovation’s main funding is the American Rescue Plan Act (ARPA) Grant and General Fund, which was approved in the fiscal year 23-24 Budget.
FISCAL IMPACT:
Budgeted Financial Impact is $1,731,921.
