BACKGROUND:
The City has secured Federal and State funding to construct a pedestrian crossing at the intersection of Valley View Lane and Mercer Parkway. This project will provide a safe pedestrian crossing across Valley View Lane, a six-lane road, and establish pedestrian connectivity between the John F. Burke Nature Preserve and the West Side Art Trail.
Timeline:
* March 2023: City Council approved Resolution 2023-077, supporting the City's application to the Texas Department of Transportation (TXDOT) 2023 Transportation Alternatives Set-Aside (TA) Call for Projects.
* November 2024: City Council approved Resolution 2024-216 for the project's original Advanced Funding Agreement.
* June 2025: City Council approved Resolution 2025-028 for the project's modified Advanced Funding Agreement.
Due to the limited right-of-way along the north side of Valley View Lane west of Mercer Parkway, the City needs to use property owned by the North Texas Tollway Association (NTTA). Therefore, a key next step is obtaining permission to access the NTTA right-of-way (ROW) within the project boundaries at the intersection of Valley View Lane and Mercer Parkway.
DISCUSSION:
A Multiple Use Agreement (MUA) was established with NTTA in 2008 for the John F. Burke Nature Preserve since a portion of the Nature Preserve is on NTTA property. An amendment to the MUA will grant the city and its contractors' access to the ROW for construction and maintenance purposes, ensuring coordination and compliance with NTTA requirements. This agreement marks a significant milestone in advancing the project.
