BACKGROUND:
The City of Farmers Branch has over 300 assets that require unleaded or diesel fuel for operation. Currently, there are two unleaded fueling sites at the Justice Center and Senlac Service Center, and one diesel fueling site at Senlac Service Center.

On March 14, 2023, the Tarrant County Commissioners Court awarded the annual fuel contract to Tartan Oil, formerly known as Saratoga Rack Marketing. The contract was awarded to the lowest bid that met the specifications set by Tarrant County. On February 21, 2025, the Commissioners Court renewed the annual fuel contract, exercising the second of three optional 12-month periods at the same fixed prices. The vendors notified Tarrant County Purchasing in writing that the prices will remain firm through April 6, 2026. If approved, the City of Farmers Branch will be the twelfth government entity currently utilizing this bid.

Staff reached out to Offen Petroleum and Martin Eagle to request quotes, but were unsuccessful.

DISCUSSION:
By purchasing fuel through Tarrant County's competitively bid contract, the City benefits from volume-based pricing that is significantly more favorable than what could be obtained independently. Because Tarrant County procures substantially larger quantities of fuel across multiple jurisdictions, the per-gallon rates available through Tartan Oil are lower than those available to the City on its own.

The contract was awarded in accordance with State purchasing requirements, and the procurement process followed by Tarrant County meets the same competitive standards the City is required to follow. Staff also reached out to Offen Petroleum and Martin Eagle to...
