BACKGROUND:
Proactive facility maintenance protects the City's investment in public assets, extends the useful life of City facilities, and supports informed, data-driven decisions for prioritizing future capital improvements and budget planning.
As part of that effort to meet the current City Council Strategic Goal: Investing in Maintaining and Providing High-Quality Assets, the City annually identifies building infrastructure projects for the current fiscal year that are needed for City facilities. In addition, a Facilities Assessment is being conducted on all City Facilities. This study will identify and rank building infrastructure projects that will need to be addressed.
Preliminary results of the Facility Assessment Study indicate that the roof replacement at Fire Station #3 is a high-priority issue. Fire Station #3, built in 2008, has not had its roof replaced since opening.
This built-up roof has exceeded its useful life expectancy. Due to age and condition, the roof will be replaced with a new TPO roof, which has a longer life expectancy and is more durable. In addition to the current Facility Assessment Study findings, the latest roof inspection indicated that the roof needed replacement.
DISCUSSION:
On June 18, 2026, the City received seven competitive bids from qualified contractors for the roof replacement at Fire Station #3. Bids were carefully reviewed to ensure compliance with project scope and City procurement standards.
Following this evaluation, it has been determined that EOM Roofing, LLC, is the lowest responsive and responsible bid, with a total bid of $108,550 for the roof replacement at Fire Station #3.
