BACKGROUND:
The City has secured federal funding to reconfigure Valley View Lane from Denton Drive to Nestle Drive in accordance with the Station Area Form-Based Code. This reconfiguration will reduce the number of lanes from six to four from Denton Drive to Nestle Road to create space for on-street parking and a wider sidewalk along the north side of the road. Currently, the project is being designed.

An initial presentation was provided to the City Council at the June 4, 2024, Study Session. The Council had some questions and concerns about the traffic volumes and potential delays along the stretch of Valley View Lane from I-35 to Nestle Road as well as the signal timing at I-35 and Valley View Lane. Today's presentation will provide additional information regarding the concerns and continue the discussion regarding the funding and project details.

DISCUSSION:
The City of Farmers Branch was approved by the Regional Transportation Council at the NCTCOG for Surface Transportation Block Grant (STBG) to fund the construction of the reconfiguration of Valley View Lane. The grant is for construction only, not design. The project is broken down into two smaller projects covered by the same Advanced Funding Agreement (AFA). The breakdown is due to the different funding sources that the City uses for the project. The sub-projects and funding sources are:

* 0918-47-427 - TDCs
* 0918-47-428 - local funds

The total estimated cost of the project for construction is $3,523,472. This total includes federal, state, and local project-related costs. $3,243,917 is reimbursable to the State and the City. Of this amount, $149,133 will be reimbursed directly to the State by the U.S. Department of Transportation. The total reimbursable amount to the City is $3,190,266.
