BACKGROUND:
In December 2024, staff presented the concept of phased development for Mercer Park, located within the Mercer Park Subdivision, to the City Council. During that meeting, Council directed staff to assess the feasibility of completing the park in a single phase.

On July 1, 2025, staff returned to Council during a work session to present findings. At that time, it was reported that an additional $2,007,000 would be required to fully complete both the north and south portions of the park. Following the discussion, the Council directed staff to proceed with the development of the north portion as previously presented to the public.

In September 2025, the City Council approved Resolution 2025-120, authorizing design services for the north portion of Mercer Park in the amount of $181,550.

On September 25, 2025, the staff met with TNP to kick off the design for only the north portion of the park. In October 2025, design work on the north portion began, and the property survey was completed. On November 6, 2025, staff held a regular check-in meeting with TNP to discuss the current site design for the north portion of the park. At that November 6 meeting, staff also updated TNP on the additional funding provided by the City Council and on forthcoming changes to the project scope.

DISCUSSION:
On November 4, 2025, the City Council voted to allocate an additional $1,000,000 toward the completion of Mercer Park. Prior to this allocation, staff had access to less than $1 million in funding. The additional funding will support the design of both the north and ...
