BACKGROUND:

Ordinance 3884, updated on August 20, 2024, revised the requirements for registering vacant buildings. The updates included the need to submit an action plan outlining an expected timeline, provide floor plans for the vacant building, confirm that property taxes are up to date, and demonstrate proof of the required insurance.

On April 29, 2025, Community Services presented options for changes to the ordinance fees. The City Council discussed various fees and recommended the addition of an initial inspection fee of $500, followed by subsequent quarterly inspections, each costing $500. The initial fee will be charged upon registration and for the initial inspection. After that, the property owner will pay $500 every quarter for safety and compliance inspections.

 

DISCUSSION:

Vacant buildings can be a blight on their surroundings, raising concerns about the health and safety of the area. Additional inspections throughout the year will help keep the building safe and secure, which will also keep the surroundings healthier and safer. The raised registration fee will help cover the additional staff time required to review submitted documentation and conduct the initial inspection. As long as the building remains unoccupied, the property owner will be responsible for paying the $500 inspection fee for quarterly inspections by Code Enforcement. This will ensure that the property remains secure and in compliance with regulations. Ongoing communication with property owners will help ensure that their properties are well-maintained and compliant with all relevant codes.
