BACKGROUND:
As part of the City's ongoing commitment to fostering sustainable economic growth and ensuring the City remains competitive within the regional market, the City utilizes economic incentive agreements to promote business acquisition, retention, and expansion, which helps to further strengthen the local business environment and assist with job creation and expansion of the City's tax base.

B. Cannon, LLC is a privately held Texas-based company operating in the fashion accessories industry, primarily through its "Brianna Cannon" brand. The business focuses on the design, marketing, and distribution of trend-driven jewelry, apparel, accessories, and seasonal merchandise, targeting boutique retail and gift markets. Its operations follow a multi-channel model that includes direct-to-consumer e-commerce sales as well as wholesale distribution to independent retailers and licensed outlets, including collegiate markets.

B. Cannon, LLC, has indicated its intent to relocate its corporate headquarters to the City of Farmers Branch. Under Article III, Section 52-a of the Texas Constitution and Chapter 380 of the Texas Local Government Code, the City is authorized to offer economic development incentives to promote economic development, stimulate commercial activity, and enhance the City's property tax base and the economic vitality of the City.

DISCUSSION:
