Consider approving Resolution No. 2013-023 authorizing the City Manager to negotiate and execute a professional services contract with Gallagher Construction Management Services in the amount of $481,000 for construction management services relating to the new municipal aquatics facility and take appropriate action.

BACKGROUND:
For the past several years the services of a construction manager have been utilized on major facility construction projects. The results have been very positive with projects coming in on time and on budget. Experience indicates it is best to bring a construction manager on at the same time as the project designer so the construction manager can develop opinions of probable cost and advise on constructability issues at every phase of design.
DISCUSSION:
Gallagher Construction Management Services (Gallagher) has served as the City's construction manager on previous projects and has a record of reliability and accountability. A proven strength of Gallagher is scheduling to keep projects moving and avoiding costly delays. Time is generally an issue in construction projects and it will be extremely critical if the outdoor element of this project is to be opened on Memorial Day weekend of 2014. City Administration believes that Gallagher will be a valuable part of the team and necessary to complete this project as required. City Administration has negotiated with Gallagher for construction management services relative to the aquatic facility project.
RECOMMENDATION:
City Administration recommends contracting with Gallagher Construction Management Services in the amount of $481,000 for construction management services relating to the new aquatics facility.
