BACKGROUND:
The Finance Controller position is crucial for ensuring the City's financial compliance, operational integrity, and accurate financial reporting. Any disruptions or delays in financial oversight, reporting, and strategic decision-making can significantly impact the City's operations and public trust.
In January 2025, the City engaged Strategic Government Resources (SGR) to provide interim financial services, including support for budget planning and preparation, during this critical transition period. This engagement was essential to maintaining stability and operational continuity within the Finance Department. While the City Management leads the department's day-to-day operations, the City is seeking a contract for an Interim Controller to support City Management with audit and budget preparation for the City's budget.
DISCUSSION:
To ensure ongoing oversight and compliance, the city proposes a contract with SGR for the Interim Controller position. Under this arrangement, SGR, under the guidance of City Management, will:
? Assist with audit preparation
? Ensure continuity of financial operations, compliance, and reporting
? Assist with budget development, planning, and forecasting
FISCAL IMPACT:
Salary savings from the vacant Finance Director position will cover the cost of the extended contract. As such, there is no net fiscal impact on the City's budget.
