Consider approving Resolution No. 2013-029 authorizing the negotiation and execution of an agreement with Metro Study, a Hanley Wood Company, for development of a residential development program management strategy and authorizing expenditures for Phase I of said agreement and take appropriate action.

BACKGROUND:
At the request of the city council for residential revitalization, the economic development department met with Metro Study for recommendations. Over the past several years, the city has had success in the Branch Crossing area resulting in new construction and stronger property values. Many suggestions have been made for senior housing solutions, acquisitions in other neighborhoods, builder tours and remodeling of open houses. Metro Study is a Hanley Wood company and the leader in residential housing analytics.
DISCUSSION:
The following proposal is for a multi-year program involving in depth analysis of each neighborhood, recommendations of next targeted area(s), evaluation of current housing programs, quarterly updates on housing trends, future residential neighborhoods, senior housing options, marketing of "tour of homes" with qualified builders and lenders, analytical data packages for builders, and quarterly meetings with David Brown on the program.
RECOMMENDATION:
Staff recommends approving Phase One of the Metro Study agreement for residential revitalization of the entire city. The economic development and community services departments will work with Metro Study to accomplish goals and action items.
