Title

Consider approving Resolution 2024-117 authorizing an interlocal agreement with Dallas County for grant funding under the American Rescue Plan Act (ARPA) for the redevelopment of residential homes in the Valwood Park Neighborhood; and take appropriate action.

 

Body

BACKGROUND:

Staff presented a Study Session item on April 2, 2024, with Dallas County, which manages the Housing Replacement Program. 

 

Dallas County has requested the City’s assistance in managing the program for the Valwood Park area.  The program has current resident/homeowner criteria that include:

1.)                     The title of the property must be in the applicant’s name and must have a clear title (no judgments or liens)

2.)                     The homeowner must have lived in the property for five years.

3.)                     The homeowner must provide sufficient documentation for program eligibility requirements for income at or below 80% of the Area Median Income.

4.)                     The homeowner must be current on all property taxes.

5.)                     Existing homes must be inspected by the City and eligible for the program.

 

Dallas County will award up to $2,500,000 for up to ten new homes, each 1,300 square feet and equipped with a stove, refrigerator, and HVAC. The homeowner will have a 15-year lien on the property and will be free of charge. 

 

DISCUSSION:

With this grant, the City will identify homeowners who meet the criteria and verify all requirements, select the builder and floor plan for the new home through requests for proposals, and manage and verify home builder invoices and payments.
