BACKGROUND:
As part of the City's ongoing investment in water infrastructure, the Public Works Department has implemented a proactive Capital Improvement Plan (CIP) focused on strategic areas where water and sewer lines have reached advanced age. This plan prioritizes the replacement and rehabilitation of aging pipelines to ensure the continued reliability and efficiency of the City's water and wastewater systems.
Through the maintenance, repair, and replacement of aging infrastructure such as pipelines, the City can assess and verify the integrity of these critical systems, reduce the risk of service disruptions, and improve long-term system performance.
In the Fiscal Year 2025-2026 operating budget, the City Council approved funding for pipeline repairs along Bee Street from the Cooks Creek Channel to Valley View Lane. These repairs are necessary as a prerequisite to the planned pavement rehabilitation project along Bee Street from Valwood Parkway to Valley View Lane, which was approved by the City Council at the February 17, 2026, City Council meeting.
Prior to the start of pavement rehabilitation, the existing underground infrastructure must be addressed to prevent future damage to the newly rehabilitated roadway. The project will include repairing the existing pipeline and replacing aging manholes along this corridor to ensure the long-term integrity and functionality of the utility system before roadway improvements begin.
