BACKGROUND:
On September 20, 2022, the City Council passed a city budget which included CIP funding for a $23M Multi Sport Facility. This facility is to be constructed east of IH35 Frontage Road, south of Pike Street and north of Carrick Street. At the same time, there is a proposed multi-family development to take place east of the multi-sport facility. Both of these projects require major modifications to the city infrastructure to support the new facilities. It is proposed to abandon Carrick Street to accommodate the new buildings which will require relocation of existing water and sanitary sewer lines into Denton Drive. Denton Drive is to be modified to eliminate the west most travel lane in order to provide parallel parking on the street. The same configuration is to be constructed on Pike Street between the frontage road and Denton Drive. Drainage improvements are being proposed in order to accommodate the 100-year storm event runoff that these facilities will generate. New storm sewer is to be constructed from the intersection of Bill Moses and Denton Drive, along Denton Drive to the south and will discharge into Rawhide Creek.

DISCUSSION:
The Public Works Department has negotiated a professional services agreement with Teague Nall & Perkins, Inc. for final design and plan preparation for the Denton Drive Infrastructure Improvements in the amount of $178,400.00.
Engineering services are professional services under Texas law and Texas law prohibits the bidding of engineering services. Teague Nall & Perkins, Inc. was selected based on their experience in designing street improvements throughout the Dallas/Fort Worth metroplex.
