Consider approving Resolution No. 2013-040 authorizing the City Manager to enter into an interlocal agreement with the City of Carrollton, City of Coppell and Town of Addison to purchase, install and maintain a shared public safety radio system, and take appropriate action.

BACKGROUND:
Currently the City of Farmers Branch has an interlocal agreement with the City of Carrollton and the Town of Addison to share a four-site nine-channel 800Mhz Trunked Simulcast Radio System which provides public safety radio coverage for each of the Cities, including the provision of police, fire and emergency medical services. The primary radio site is owned and operated by the City of Carrollton. The City of Farmers Branch owns two radio sites purchased in 2003 and pays the City of Carrollton an annual fee to link to the primary site to use a portion of their system and for maintenance on the two sites. The radio system is nearing its end of life and must be replaced. A Metrocrest Quad Cities (MQC) public safety radio system committee was selected to evaluate the radio options and includes representatives from the Town of Addison, City of Carrollton, City of Coppell and the City of Farmers Branch.
Through the guidance and recommendation of RCC radio consultants an exhaustive procurement process was followed by the MQC committee and a radio vendor has been selected. It was determined that the City of Farmers Branch would be the purchasing city. The Town of Addison, City of Carrollton and the City of Coppell would pay their agreed upon percentages to the City of Farmers Branch. An interlocal agreement is necessary in order to move forward with the purchase, installation and future management of the six site ten channel Project 25 digital networked simulcast radio system.
The proposed interlocal agreement terminates the previous radio agreement and establishes joint ownership of the radio system between the four cities based upon the percentage invested....
