BACKGROUND:
Ordinance No. 3896 has been prepared to address changes to rates and fees associated with a range of City services that are required to be updated annually in the Code of Ordinances, Appendix A. All proposed fees have been previously discussed with the Council, such as the implementation of a fee for the use of a credit card involving a utility transaction, implementation of a trash fee, and minor changes to Code Enforcement fees, and are generally comparable to those fees charged for similar services in neighboring cities. Updated fees are necessary to defray the rising costs of providing these services.
DISCUSSION:
Ordinance No. 3896 has been prepared to address fee changes to the City's Code of Ordinances, Appendix A "Fee Schedule," and related Chapters 18, 26, 56, and 66 of the Code of Ordinances.
The summary of changes:
Chapter 18:
* Section 18-260 (v)(3) lists an appeal bond paid to the municipal court for $300 for dangerous animals, but it doesn't show in Appendix A.
Chapter 26:
* Article VII Short-Term Rental Housing should be titled Article VIII Short-Term Rental Housing.
* Update Section 26-503 STR license fee to $120 in Appendix A. (The ordinance says $120, we're charging $120, but Appendix A says $150).
Chapter 56:
Article XII Vacant Buildings:
* Additional fees for registrations over 30 days should be updated to reflect "Section 56-205" in the 'section of this code.'
Chapter 66:
* Remove the PID 99 reference for trash fee and add in disabled with seniors for a $2.50 charge.
FISCAL IMPACT:
Financial Impact - Supports the City's annual operating budget.
