Consider approving Resolution No. 2024-173 authorizing the purchase of two 2028 Pierce-Custom Velocity Pumpers and one 2028 Pierce-Custom Velocity Aerial 105' Ladder for the Fire Department from the Siddons Martin Emergency Group through the Texas Local Government purchasing cooperative BuyBoard in the amount of $3,677,627; and take appropriate action.

BACKGROUND:
As part of the fleet maintenance schedule, the Fire department needs to replace three fire apparatus with two Pierce-Custom Velocity pumpers and a Pierce-Custom Velocity aerial. The current lead time for these vehicles is 47 to 49 months. At the time of replacement, the vehicles that will be replaced will be a 16-year-old fire apparatus pumper, a 14-year-old fire apparatus pumper, and a 10-year-old aerial. Life expectancy for the first line apparatus is 10 years, after which it will go into the second line. Apparatuses are traded in or auctioned at 15 years or less. This purchase will allow the Fire department to maintain the needed number of modern fire apparatuses to support our fire and rescue service delivery needs. The estimated delivery date for these vehicles is in 2028.
The vehicles will be purchased from Siddons Martin Emergency Group, LLC (Siddons) through the Texas Local Government Purchasing Cooperative BuyBoard (BuyBoard). BuyBoard purchasing program complies with Texas purchasing laws (Texas Local Government Code, Title 7, Chapter 791 and 252), and the City of Farmers Branch has the required interlocal contract to purchase the fire apparatuses through BuyBoard.
The total purchase to be paid is $3,677,627. This amount includes:
* Vehicle price: $4,396,731
* Loose Equipment: $28,356
* BuyBoard contract fee: $1,500
* Discounts: ($587,535)
* Trade-in: ($161,425)
This purchase will be paid for using Certificate of Obligation bonds that were sold on September 17.
