Consider adopting Ordinance No. 3952, amending Chapter 22, Article V of the Farmers Branch Code of Ordinances by adopting the 2024 edition of the International Swimming Pool and Spa Code with certain additions, deletions, and amendments; and take appropriate action.

BACKGROUND:

The City has been enforcing the 2018 International Swimming Pool and Spa Code (ISPSC) since January 1, 2020. Staff’s proposed adoption of the 2024 ISPSC maintains alignment with current industry standards, best practices, and regional code consistency through the North Texas Council of Governments (NTCOG).

 

DISCUSSION:

The proposed ordinance updates the existing code to the most current edition, the 2024 International Swimming Pool and Spa Code (ISPSC). Some notable changes to the 2024 ISPSC are:

1.                     Prohibits chain link fencing as pool barriers to clarify specific Texas Health and Safety Code.

2.                     Add a section to clarify specific distances for pools and spas from foundations, footings, or retaining walls.

3.                     Changed tread and riser sizes for pools and spas to avoid conflict with state requirements.
