BACKGROUND:
The school closures in the Carrollton-Farmers Branch Independent School District (CFBISD) earlier this year shifted some students' routes across the busy six-lane Josey Lane, prompting the City to review pedestrian safety. To improve pedestrian safety at the intersection, the City considered either reconfiguring the road to reduce lanes or installing more affordable signalized intersection improvements.

On April 22, 2025, the City Council approved Resolution number R2025-065, awarding a Professional Services Agreement to Kimley-Horn and Associates, Inc. for design and engineering services related to the installation of a traffic signal at the intersection of Josey Lane and Rawhide Parkway.

In August of 2025, the Public Works Department solicited quotes for the purchase of four traffic signal poles and mast arm assemblies for the upcoming Josey and Rawhide Intersection Improvement project. The lead time to order signal poles and mast arms is approximately 26 to 30 weeks due to various supply chain and tariff issues. To minimize project delays, the Public Works Department ordered these materials before the rest of the project was awarded. The department received three quotes, and a fourth was non-responsive. Consolidated Traffic Controls, Inc. had the lowest bid, meeting all City requirements. The quotes were:
