BACKGROUND:
Regular maintenance, including replastering, is essential for public lap and therapy pools. Over time, pool surfaces wear down from constant use, chemicals, and water exposure, leading to cracks, stains, and rough textures. This not only affects appearance but also poses safety and hygiene risks, especially for therapy pool users with sensitive skin or limited mobility.
Replastering ensures a smooth, clean, and watertight surface, improving comfort, safety, and overall user experience. It also helps prevent costly structural damage and extends the pool's lifespan. Keeping these public facilities in good condition supports community health and maintains public trust. Replastering is a crucial maintenance task for a 10-year-old pool, as it signifies the end of the plaster's typical lifespan.
Bids were submitted on January 13, 2025. After staff review of the bids using the best value criteria, Aqua-Rec, Inc. was selected. Other bidders were Robertson Pools and Sunbelt Pools. After submitting their bid, Aqua-Rec, Inc. representatives reached out to staff to make a correction on the bid. Since the bid process is the best value bid, the decrease in price did not affect the bid process. Staff consulted with the City Attorney and Purchasing Agent for clarification on this, and they both confirmed that Aqua-Rec, Inc. could adjust their price because they were already selected based on the best value score.

DISCUSSION:
The City Council will discuss approving the agreement with Aqua-Rec, Inc. for replastering services for the public lap and therapy pool.
