Discuss the City Charter review process and appointment to the Home Rule Charter Committee.

 

Body

BACKGROUND:

 

Per Section 9.20 of the City Charter, the Charter shall be reviewed at least every five (5) years. A Home Rule Charter Committee was last appointed in 2017 with a Charter election held in 2018. A Charter Review Committee is appointed to conduct the review process and provide a recommendation to the City Council.

 

The Charter Review Committee will be tasked with considering items identified by City Council, in addition to technical amendments identified by city staff. The Charter Committee consists of at least thirteen (13) members. At least two (2) members shall be appointed from each City Council District, and up to at least two (2) members nominated by the Mayor. The City Council shall appoint a Chair for the Committee for a total of 13 members.

 

RECOMMENDATION:

City Administration recommends proceeding with establishing the Home Rule Charter Committee at the December 13, 2022 City Council meeting, and appointing Home Rule Charter members in June 2023 after the May election has been completed.
