Conduct a Pre-Strategic Planning Bus tour.

BACKGROUND:
The pre-Strategic Planning Bus Tour is a shared-learning exercise to generate curiosity, not a project pitch or a decision-making forum. It is designed to establish a common, place-based understanding of conditions across the City; visually connect survey themes and Council priorities to real locations; surface system-level tradeoffs and tensions; and improve alignment between Council, Boards and Commissions, and City Management.
DISCUSSION:
To preserve the integrity of the Council-Manager form of government and ensure compliance with the Texas Open Meetings Act, no voting, project approvals, funding direction, or staff directives will occur during the tour. Discussion will focus on conditions, outcomes, and policy-level considerations. City Council and staff will listen to recurring patterns rather than isolated opinions, including infrastructure reliability, construction fatigue, economic vitality versus neighborhood impacts, connectivity and walkability, transit expectations, and service delivery expectations
Tour stops will be in Grapevine, Texas, and will include:
• Historic Grapevine - South Main Street
• Heritage Park - 411 Ball Street
• Harvest Hall - 815 South Main Street
