Consider approving Resolution No. 2024-073 authorizing the City Manager to execute an emergency repair contract with Rangeline Pipeline Services, LLC, for the emergency repair of a waterline at the intersection of Webb Chapel Road and Valwood Parkway in the amount of $100,000; and take appropriate action.

BACKGROUND:
The Public Works Department has identified a need for an emergency repair of a waterline near the intersection of Valwood Parkway and Webb Chapel Road.
On April 24, 2024, it was determined that the 16-inch transmission water main along Brookhaven Club and Valwood Parkway near the intersection of Webb Chapel Road had suffered a severe failure. This concrete steel cylinder line must have the concrete removed, pipe welded, and concrete reinstalled for a complete repair. This type of repair requires complete isolation, making it extensive and time-consuming. The isolation of this main would affect service to 35 homes for up to one week. The alternative solution is to have a temporary line stop installed, allowing for the installation of a permanent isolation valve, permitting service to be maintained for the affected 35 residences for the duration of the repair.
DISCUSSION:
The Public Works Department is requesting that an emergency purchase order for $100,000 be approved for Rangeline Pipeline Services, LLC, to install the temporary line stop, weld in the permanent valve, and complete the water main repair.
FISCAL IMPACT:
Unbudgeted Financial Impact of $100,000 from the CIP Utility Replacement and Improvement account.
