BACKGROUND:
The City solicited qualifications for investment advisory services through RFQ 25-26 for non-discretionary portfolio management in compliance with the Public Funds Investment Act, Texas Government Code Chapter 2256. Following a comprehensive review of all submitted statements of qualifications, Hilltop Securities Asset Management, the incumbent provider, was determined to be the most qualified respondent based on experience, compliance record, and service capabilities.
DISCUSSION:
City Council will consider retaining Hilltop Securities Asset Management to continue providing investment advisory services to the City. The scope of services includes non-discretionary portfolio management, ongoing compliance with statutory investment requirements, and performance reporting to ensure transparency and fiscal stewardship.
FISCAL IMPACT:
This is a Budgeted Financial Impact as compensation for professional services. The contracted fee is four (4) basis points, equal to 0.04% or 1/25th of 1% of the City’s average asset balance for the billing period, billed quarterly. This rate is consistent with industry standards and provides cost-effective, compliant management of the City’s public funds.
