BACKGROUND:
The Texas Enterprise Zone Program (TEZ) is a State economic development initiative intended to promote job creation and capital investment within economically distressed areas. Ordinance No. 2582, adopted in 2001, established the City of Farmers Branch's participation in the TEZ Program and authorized the provision of economic incentives for qualifying projects. The City is eligible to nominate up to six Enterprise Project designations during each two-year program cycle. Currently, four designations are in use. Approval of the proposed designation would leave one remaining allocation available to the City through August 31, 2027.
Essilor of America, Inc., headquartered in Farmers Branch, has submitted an application for designation under the TEZ Program. The company employs approximately 1,100 individuals at its local headquarters and is engaged in designer eyewear manufacturing and retail operations, as well as associated manufacturing equipment and facility infrastructure improvements, including HVAC system upgrades.
If designated as an Enterprise Project, Essilor of America, Inc. would be eligible to receive up to $1.25 million in State sales and use tax refunds over a five-year designation period. The company anticipates investing approximately $5 million in capital improvements at its Farmers Branch headquarters.
DISCUSSION:
Approval of Resolution No. 2026-034 would designate Essilor of America, Inc. as an Enterprise Project in accordance with Chapter 2303 of the Texas Government Code (Texas Enterprise Zone Act) and would authorize the economic benefits outlined in Ordinance No. 2582.
City staff and the City Attorney will be available to address any questions the City Council may have.
