Conduct a public hearing and consider adopting Ordinance No. 3291 amending Planned Development No. 88 (PD-88) establishing new freestanding monument sign requirements within the "Mid-Density Residential" subdistrict and take appropriate action.

BACKGROUND:
In 2012 Provident Realty Advisors requested an amendment to PD-88 to establish a new "Mid Density Residential" subdistrict. This amendment was approved by the City with the adoption of Ordinance No. 3190. At that same time the City approved a Conceptual Site Plan for a 17.44 acre multi-family community located at 11700 Luna Road. In 2013, the City approved the Detailed Site Plan for the first phase of this community (Resolution 2013-012). Since that time Provident has begun construction of Phase 1. During this construction period, Provident has discovered a need for a small monument sign. Freestanding monument signs are currently prohibited in most subdistricts of PD-88 (currently only the Office -1 subdistrict allows monument signs). Provident is asking to expand the use of freestanding monument signs within the Mid-Density Residential subdistrict of PD-88. Provident proposes to install one freestanding monument sign containing approximately 60 square feet within the landscaped median of the southernmost entry of the Phase 1 project.
RECOMMENDATION:
On June 23rd, the Planning & Zoning Commission voted to recommend approval of this minor amendment to PD-88.
