BACKGROUND:
Lorraine Blair was an outstanding and active resident of Farmers Branch with a passion for books and reading. Lorraine gave countless hours to the Library Board and the Friends of the Library where she made the Manske Library her cause. She assisted in creating an innovative program that provides the delivery of books to the homebound in Farmers Branch. Lorraine was named Farmers Branch Woman of the Year in 1998 and was a founding member of the Farmers Branch Woman's Club, serving as President in 1971 and 1972. She served as first lady of Farmers Branch from 1988-1996, as the wife of former mayor Dave Blair and was a member of the Forward Farmers Branch Transportation Committee. She was a member of the order of the Eastern Star, Aley United Methodist Church in Seven Points, Texas and Chapel Hill UMC in Farmers Branch, Texas.
 
DISCUSSION:
In honor of Lorraine Blair's love and dedication to the Farmers Branch Manske Library, the family of Lorraine Blair has donated a bronze sculpture by artist Jane DeDecker entitled "World to Teach" to the Farmers Branch Manske Library. The Sculpture is currently located inside the Library on the Mezzanine.
 
RECOMMENDATION:
City Administration recommends accepting a donation of a bronze sculpture in honor of Lorraine Blair.
 
ACTIONS:
1)      Motion to accept the donation of a bronze sculpture in honor of Lorraine Blair.
2)      Motion to reject the donation of a bronze sculpture in honor of Lorraine Blair.
3)      Motion to modify to meet the needs of the Council.
4)      Motion to table the issue for further study or take no action.
