Consider approving Resolution No. 2013-017 awarding the bid for the Dallas County Community Development Block Grant project for the reconstruction of Goodwater Street from Richland Avenue to the northern end with sidewalk access to Squire Park, authorizing a contract with Jim Bowman Construction Company, L.P. and take appropriate action.

BACKGROUND:
The 2012-2013 Capital Improvement Program, Non-Bond Fund, Non-Bond Utility Fund, and the Public Works Operating Budget funds provide for the reconstruction of the street and sidewalks of Goodwater Street from Richland Avenue to the northern end with sidewalk access to Squire Park. Within the project scope existing street, sidewalks, drive approaches, and a sanitary sewer line will be removed and replaced along with new handicap accessible ramps at the street intersections. The Capital Improvement Program Non-Bond revenues are from the Community Development Block Grant Program, a federal program administered through Dallas County in an amount of $85,522. The Non-Bond Utility Fund allows for $15,010 for the sanitary sewer replacement and the remaining $22,405.50 will come from the Street Division’s operating budget. These three funding sources total $122,937.50.

DISCUSSION:
On February 26, 2013, four bids were received and opened for the project, with all bids meeting specifications. The low bid was received from Jim Bowman Construction Company, L.P. in an amount of $122,937.50. The contract time is 60 calendar days. Jim Bowman Construction Company, L.P. has submitted adequate qualifications and has done similar work for city before.

The award of this project bid is consistent with Core Value No. 5, “Providing functional, sustainable and well-maintained infrastructure, facilities and equipment.”
