BACKGROUND:
Currently the Cities of Farmers Branch, Carrollton and the Town of Addison share a four-site nine-channel 800Mhz Trunked Simulcast Radio System which provides public safety radio coverage for each of the Cities, including the provision of police, fire and emergency medical services. The current system was designed and developed with the assistance of RCC radio consultants.

With the current radio system approaching the end of its service life, on June 1, 2010 the Council authorized the City Manager to enter into an interlocal agreement with the Town of Addison and the Cities of Carrollton and Coppell to contract with RCC to provide consulting services for Phase I of the future Public Safety Communications Systems Project. Phase I of the project was completed with RCC recommending the four cities upgrade to a six site ten channel Project 25 digital networked trunked simulcast radio system.

On December 6, 2011 the Council authorized an amendment to the interlocal agreement that retained RCC for Phase II of the project. RCC provided consulting services that facilitated the implementation of the upgrade, including the design of and preparation of procurement specifications, evaluation of vendor proposals, and selection of a vendor to provide and install the new radio system.
