BACKGROUND:
The Public Works Department requested bids for a six month supply of small water meters. Bids were prepared using estimated quantities and are awarded on a unit price basis. The proposed contract is for a six month period with an option for up to five additional six month renewal periods, if agreeable by both parties. The bidders requested a six month period rather than twelve months to compensate for price fluctuations in brass, the main component of a water meter. Funds are available in the 2012-2013 Public Works Operating Budget and the Utilities Capital Improvement Program for the purchase of small water meters needed throughout the City.
Fortiline Waterworks submitted the lowest bid meeting specifications and provided the City with a Zenner meter to test. The Zenner meter supplied by Fortiline Waterworks malfunctioned before it registered one thousand gallons. Through researching Zenner Meters, City Administration found other entities had also experienced similar malfunctions on a larger scale.
DISCUSSION:
Three bids were received and opened on May 29, 2013. All three bids met specifications. Fortiline Waterworks submitted the lowest unit price bid of $51,253.19 but the Zenner meter they supplied the City for testing malfunctioned. Mueller Systems submitted the second low bid in the amount of $64,661.77. Mueller Systems, LLC has supplied the City with Hersey meters in the past and their performance was satisfactory.
This item is consistent with Core Value No. 5 providing functional, sustainable, and well maintained infrastructure, facilities and equipment.
