BACKGROUND:
In November 2010, at the direction of City Council, a contract was negotiated for the operation of the Farmers Branch Manske Library for a period of three years beginning January 1, 2011 and ending December 31, 2013. The goal in hiring Library Systems and Services (LSSI) to operate the Manske Library was to provide Library services to the Farmers Branch community in a more cost effective way and maintain or increase service levels to the community.
DISCUSSION:
City Administration will give a presentation reviewing the terms of the current contract, projected savings and level of service received over the term of the contract.
In brief, should no action be taken at the expiration of the contract, the contract automatically renews for one year unless written notice of intent to not renew is given 90 days prior to the term of the contract. In the event of contract renewal, negotiations should begin 5 months prior to the expiration of the current contract for budgetary reasons.
An evaluation of Library budgets shows a projected savings exceeding $1,000,000 over the three year period. During this time frame, visitors to the Library have increased steadily each year, diverse quality programming has been provided to a variety of age groups and interests and the interior of the Library continues to be updated to provide a more open and customer friendly environment.
With the term of the current contract set to expire December 31, 2013, City Administration is looking for direction from Council on the future operation of the Library.
RECOMMENDATION:
The Farmers Branch Manske Library Board received this presentation at the June 20th meeting and voted unanimously to recommend to City Council to continue contracting with LSSI.
