Receive an update on the Storm Water Utility Feasibility Study.

BACKGROUND:
At the January 25, 2013 City Council retreat, City Administration was directed to proceed with studying the feasibility of a storm water utility fee.  Request for Qualifications (RFQ) were solicited for the project.  Two firms submitted an RFQ and both were interviewed.  Freese and Nichols, Inc. (FNI) was selected to conduct the study, pending approval from the City Council at the August 6, 2013 City Council meeting.
 
Freese and Nichols is one of the preeminent firms in the country who conduct storm water utility feasibility studies.  Trey Shanks, Project Manager/Associate at FNI who will lead this project has extensive experience in conducting storm water utility studies, particularly in the DFW area.
 
The 2013 annual budget includes $200,000 for this study.  FNI has proposed a contract price of $122,110 to conduct the study.  There may be very minor and nominal cost items added to the contract as the study progresses.
 
DISCUSSION:
Trey Shanks will provide a brief overview of FNI and the project timeline and have a question and answer session.
 
RECOMMENDATION:
City Administration will seek City Council approval of a contract with FNI at the August 6, 2013 City Council meeting.
