BACKGROUND:
At the request of the City Council, an operational plan and associated start up and annual cost estimates have been developed for reopening the Citizens' Collection Station (CCS) on Valley View Lane.  The City of Farmers Branch operated a Citizens' Collection Station from the late 1990's through September 2009.  Residents and City Council alike have requested that the site be reopened.  A presentation will provide the historical usage of the site, applicable current state regulations, estimated start up and operational costs, as well as implementation and operational items to consider.
 
DISCUSSION:
City Administration will be seeking direction from City Council.  If the City Council directs staff to reopen the Citizens' Collection Center, funds to include the start up and operational costs in the amount of $127,800 will need to be included in the fiscal year 2013-2014 budget.
