BACKGROUND:
The 2013-2014 Capital Improvement Program, Non-bond Utility Fund provides $2.1 million in funding for utility replacement and improvements. The design and construction of the Belt-Marsh Pump Station is part of this program. The existing pump station and controls were constructed in 1986 and the electrical controls are difficult to service from an operational and a parts availability standpoint. This pump station supplies water to the East Service Area of Farmers Branch.

DISCUSSION:
An agreement has been negotiated with Birkhoff, Hendricks and Carter, LLP (engineering consultant relative to water improvements) to provide engineering services associated with the Belt-Marsh Pump Station Improvements. The scope of services for this design contract includes the replacement of the standby generator, motor control centers and all electrical systems. The pumps and motors will also be included in this design contract, as well as the improvements to the parking area and site lighting.

These improvements will make the Belt/Marsh Pump Station more reliable and efficient in delivering water to the East Service Area of Farmers Branch. This project is consistent with Core Value No. 5 providing functional, sustainable and well-maintained infrastructure, facilities and equipment.

RECOMMENDATION:
City Administration recommends approving Resolution No. 2013-068 approving an agreement with Birkhoff, Hendricks and Carter, LLP for professional engineering services associated with the Belt-Marsh Pump Station Improvements in the amount of $316,740.
