Consider adopting Ordinance No. 3264 amending Appendix A, "Fee Schedule" of the Code of Ordinances as it relates to permit fees for new single family residences and for Fire Department operational fees and take appropriate action.

BACKGROUND:
City Administration has reviewed our current permit fee schedule and found that out of the six surrounding cities (Dallas, Carrollton, Addison, Richardson, Coppell and Irving) Farmers Branch has the lowest permit fees for single family residences. This was due, in part to promote redevelopment of existing lots. The current fee schedule does not cover the costs of performing the inspections on a single family home.
Additionally, the Fire Department performs specific functions, such as, but not limited to, the review and inspection of fire extinguishing systems, fire alarm and detection systems, standpipe systems and smoke and exhaust control systems but they do not currently collect fees to perform these functions. Sometimes building permit fees are collected but they are not directly relatable to the Fire Department services.
Ordinance No. 3264 was drafted to propose a change to the permit fee schedule to increase the permit fees for single family residential homes only when they are being constructed in a new subdivision and to establish a permit fee table for the services provided by the Fire Department for fire prevention and protection.
RECOMMENDATION:
City Administration recommends adopting Ordinance No. 3264 that amends Appendix A, "Fee Schedule" of the Code of Ordinances as it relates to permit fees for new single family residence and for Fire Department services.
