BACKGROUND:
For 12 years, Diane Starnes has donated hundreds of hours of her own time and expertise in an effort to help instruct immigrants on the correct process for becoming American citizens. Now, upon her retirement from this worthwhile venture, the City is honoring Mrs. Starnes with a proclamation.
