Consider approving Resolution No. 2014-022 authorizing the City Manager to execute a new interlocal cooperative contract with Dallas County to provide consolidated tax collection services for the City and take appropriate action.

BACKGROUND:
Beginning in 1993, the City contracted with Dallas County to collect the City's property taxes. The interlocal contract was renewed in May 2001 to provide for a slight collection cost increase and automatic contract renewals and a later amendment in September 2008 provided for the utilization of Dallas County's law firm for the City's delinquent tax collections.
DISCUSSION:
Over the past five years, the Dallas County Tax Office has worked to make improvements to many of their service areas including customer service to citizens, increased collections for entities and ease of use for all. As part of their goal for improvement and efficiencies, the Dallas County Tax Office began reviewing the various interlocal contracts they currently have in place.
Due to advances in technology and state law changes the Dallas County Tax Office determined that all contracts should be rewritten and adopted by all of their taxing entities. The new contracts are up to date with current laws and technology and will provide consistency and continuity among all of Dallas County's taxing entities.
No increase in the current collection cost of $1.30 per parcel is proposed.
RECOMMENDATION:
City Administration recommends adopting Resolution No. 2014-022 authorizing the City Manager to execute a new interlocal cooperative contract with Dallas County to provide consolidated tax collection services for the City.
