BACKGROUND:
On May 7, 2013, the City Council authorized the sale of Certificates of Obligation totaling $7,148,755, including the cost of insurance, for the purpose of constructing a new Aquatics Center. The budget for the project was set at $7,000,000.

Early awarded construction packages included demolition, excavation and site utilities for a total of $451,572. These packages have been completed.

Bids for the remainder of the project were opened on September 27, 2013 and were rejected on November 5, 2013. City Administration was directed to re-bid the project.

DISCUSSION:
Bid requests were prepared and bids were opened on February 5, 2014. Low base bids meeting specifications total $6,572,827. Alternates are recommended for belled piers (deduct) and for ceramic tile and related cleaning, (add) for a net change order total of $5,328. The low base bids meeting specifications plus the net change order results in a total of $6,578,155 in bids recommended for award to complete the Aquatics Center.

A change order of $148,000 for the Construction Manager's contract is a subsequent item on tonight's agenda. This is necessary due to the project extending from 18 months, as stipulated in the contract, to approximately 24 months.

The total amount of low bids meeting specification for the entire project plus the Construction Manager change order, consultants, contingencies, landscape and irrigation, and other related matters is $8,625,555 or $1,625,555 over budget.

Funds to cover the overage are available in the Non-Bond CIP Utility Fund. Utilizing these funds to complete the Aquatics Center will be addressed as part of the upcoming 2013-14 Mid Year Budget process.
