BACKGROUND:
The Don Showman Pool has been removed as part of the process of constructing the new Aquatics Center. With the pool removed there is no municipal pool in Farmers Branch for the 2014 outdoor swimming season. City Administration has been researching options for swimming opportunities for residents. The City of Carrollton has agreed to work with the City of Farmers Branch to provide 2014 swimming opportunities for Farmers Branch residents.

DISCUSSION:
The Parks and Recreation Board and Senior Advisory Board both unanimously recommend that budgeted funds be used to pay a portion of the fees for residents to swim at Carrollton's Rosemeade Rain Forest Pool. The Boards recommend the following pay scale:

For an individual pass the Farmers Branch resident would pay $18 and the City pay $42.
For a family pass the Farmers Branch resident would pay $55 and the City pay $95.
Estimated cost for this program is $31,500.

The recommended rate to be paid by the resident is the fee that was charged in 2013 and presumably the fee that would have been charged in 2014 if the Don Showman Pool were to be in operation. Funds are presently available in the 2013/14 budget.

With this program, Farmers Branch residents will go to the Farmers Branch Recreation Center, provide proof of residency, fill out the necessary paperwork, and pay their portion of the fee. The resident will take that paperwork to the Carrollton's Recreation Center adjacent to the Rosemeade Rain Forest, photo ids will be made, and Carrollton will send a monthly bill to Farmers Branch. With the photo id Farmers Branch residents will just show that id each time they go to the facility.
